  1. All games will be played on a standard size football field, according to the rules of FIFA and UEFA. Only the games in the tournaments for 2003 and 2004 age groups, as well as the mini-football tournaments, are going to be played on a smaller size football field!

  2. All matches are going to be played according to the FIFA and UEFA rules of the game.

  3. The teams will be separated into groups, depending on the age of the players. In case there are too many teams in a certain age group - more than one group is going to be formed. After the group matches, the winners and runners-up in each group will continue to the round of direct eliminations. Semifinals, a game for 3-4 place and a final are going to be played in the round of direct eliminations.

  4. The winner-team in the matches from the group stage gets 3 (three) points and if there is a draw – each team gets 1 (one) point. The loosing-team gets 0 (zero) points.

  5. The team with the most points in each group will be stated "winner of the group" and if there are no other teams in the same age group – will be stated "winner of the tournament". If two or more teams have equal number of points, the following regulations will be applied, made in order depending on their importance:

  • The result from the match between the teams with equal number of points
  • Goal difference
  • More goals scored
  • Fairplay coefficient. The team which has less number of yellow and red cards (one red card is equal to two yellow cards, regarding the regulation of that criteria)
  1. In the round of direct eliminations, in case of a draw result – teams will do a penalty shoot-out, no extra time will be played! Each team will shoot 5 (five) penalties and if after that there is still no winner – teams will shoot more penalties, until there is a game-winner!

  2. Each team will be allowed to do unlimited number of substitutions. A substituted player is not allowed to come back in play during the same match! Only in the mini-football tournament players will be allowed to come back into play after being substituted!

  3. A player, whom has been given two yellow cards or a red card, misses the next match.

  4. Duration of the games:

  • Two 45 minute halves – for the 1995 and 1996 age groups

  • Two 40 minute halves – for the 1997 and 1998 age groups

  • Two 35 minute halves – for the 1999 and 2000 age groups

  • Two 30 minute halves – for the 2001 and 2002 age groups

  • Two 45 minute halves – in the men's tournament

  • Two 40 minute halves – in the women's tournament

  • Two 35 minute halves – in the girls' tournament

  • Two 25 minute halves – in the mini-football tournaments

  • Two 25 minute halves – for the 2003 and 2004 age groups

  1. The schedule of each tournament will be made and announced by the Organizing Committee, on the Technical Conference, which is going to take place on the arrival day. The schedule of the football tournament will depend on the number of the teams participating in each age group. If there are too many teams in a certain age group, a draw will separate the teams into more than one group.

The schedule of the tournament will be organized in a way, which would allow each team to play as many matches as possible. The aim of the organizers is to give each team the opportunity to play between 3 (three) and 5 (five) games!

The Organizing Committee keeps the right to change the rules of the South Black Sea Cup 2013 football tournament, but only in case there are unpredicted circumstances or under an agreement with the participating teams!
